Once considered the height of luxury, the High-Streets are now a shadow of their former glory. Luxurious carpets are now faded and worn, beautiful murals chipped away and often covered in grime, ceiling glow-panels that give off a fraction of their old luminance, and there are rumors the floors used to be heated but they're not anymore. All that said though, it's a grand sight better than anything on the lower levels. It might be expensive but there's more space up here, and slightly fewer people to fill it up. Automated walkways actually function, there's respectable security if you can afford the service, better shops and restaurants, and generally just a higher quality of life.

Limited security, Limited water, No parking
This place used to be home to a wealthy family who could afford to look down on the people of Mid-Streets and below. Now it's in a state of disrepair, but it's still pretty comfy living when you compare it with the people it looks down on. There's even a balcony, from which you can see the crowded streets below, traffic lights stretching off in every direction. You can almost reach out and shake hands with anyone scrolling by on the automated walkways near said balcony, which seems like a security risk, but your building comes with a security service rolled into your monthly rent.
You've got three bedrooms to split between you and your roommates, a full kitchen, laundry machines that work most of the time, and an entire living room. On the whole, this place is great! Would be nice if passersby on the auto-walkways couldn't see into your living room and bedrooms, but that's what curtains are for. Sure, most of the ceiling glow panels don't work, and the kitchen appliances are held together with glue and hope, but there's much worse places to live.
